would allow the Garda/ Enforcer to ascertain whether the driver is
the owner or not by comparing the name on the ID with that on the
Daisy
2. The owner of a plate should only be allowed rent their
Taxi/plate to one individual, ensuring that individual is licensed and
insured to drive the vehicle.
3. Each rental agreement should be preregistered with the
commission for Taxi regulation who should double check the credentials
of the driver and issue an official secure receipt to the driver,
charging whatever administration fee is warranted. (driver should not
be allowed operate without this receipt
4. If a Taxi driver is found by a Garda/Enforcer where the Name on
the daisy does not match the name on the ID and where any of the
following occur a fine should issue and the Taxi should be impounded
* Not in possession of an official CTR Taxi rental receipt.
* Not the named driver on the official Taxi Rental receipt.
None of the above is particularly complicated but in my opinion could
help clean up the Rental sector, ease the minds of Taxi drivers
regarding foul play and be a new income stream for the CTR
